Process Safety Management (PSM) is a critical global concern for the petrochemical industry. The objective of implementing PSM is to prevent or minimize catastrophic releases of toxic, reactive, flammable, or explosive chemicals. This is achieved through systematic and continuous plant management, guided by 14 management principles.
Upholding our commitment to sustainable development and social responsibility, TVCM continuously optimizes its operational resilience. Since 2016, we have replaced aging equipment to improve equipment reliability. To further enhance industrial process safety, our Vinyl Chain team pioneered the implementation of PSM within the USI Group starting in 2019. This initiative, championed by senior executives and executed by all employees, established a culture of procedural standardization.
To maximize cost-effectiveness, we evaluate equipment availability and ensure mechanical integrity and a safe working environment. By referencing international standards, we establish clear and concrete improvement goals through data-driven metrics, in pursuit of the best practice for plant operation and maintenance. We are committed to constructing a more comprehensive process safety network, integrating it into daily routines and continuously reinforcing its completeness via the PDCA (Plan-Do-Check-Act) cycle to achieve our zero-accident commitment and sustainable business goals.

PSM Implementation Vision
By 2030, we aim to align PSM work item with international standards Recognized And Generally Accepted Good Engineering Practices (RAGAGEP). Our key objectives include:
- Fully implement PSM, integrating it as part of the company's working culture.
- Identify and implement the best practices for plant operation based on quantifiable PSM Key Performance Indicators (KPIs).
- Utilize CMMS (Computerized Maintenance Management System) to systematically manage equipment, establish group-wide reliability data and monitor equipment status in real-time.
- Conduct regular PSM audits to review and optimize areas for improvement, thereby completing the PDCA cycle.
